A Ship-to-Ship (STS) survey is a specialized marine survey conducted when two vessels are moored side by side to transfer cargo—typically crude oil, refined products, or liquefied gases—or fuel. This operation requires careful coordination and adherence to strict safety and regulatory standards.

An independent third-party marine surveyor is typically appointed by the shipowner, operator, or cargo owner to oversee the transfer. The goal is to ensure the operation is conducted safely, efficiently, and in compliance with all applicable regulations and industry best practices.

An STS survey plays a vital role in:

   • Conduct or arrange laboratory analysis to verify that the product meets required specifications and quality standards.
      

1. Procedure Validation
    
   • Observe and verify that the STS transfer procedures are in accordance with international guidelines (e.g., OCIMF STS Guide), local regulations, and the vessels’ operating procedures.
      
   • Confirm the proper use of safety gear, fendering, mooring arrangements, and communication protocols.

   • Review relevant documentation including:
      
     • STS Transfer Plan
        
     • Cargo transfer logs
        
     • Safety checklists
        
     • Logbooks and Certificates
        
   • Ensure documentation aligns with the terms of the charter party or commercial agreement.
